The 30% ruling does not travel with you
The Dutch expat scheme excludes part of your salary from tax for up to five years, but it ends the moment you stop being employed in the Netherlands. There is no reciprocal arrangement in Portugal — IFICI is a completely separate regime with its own rules, not a continuation of anything Dutch.
IFICI is narrower than the 30% ruling in one important way
The Dutch ruling applies to any incoming employee who clears the salary and distance conditions, regardless of role. Portugal's IFICI only covers a defined set of activities — certified startups, scientific research and higher education, and a published list of highly qualified professions. A Dutch-based marketing or operations role that qualified easily for the 30% ruling may not qualify for IFICI at all, however senior the position.
Where the numbers land
IFICI's flat 20% applies to qualifying income with no published ceiling. The Netherlands' first tax band runs at 35.75% including social contributions from the first euro, rising to 49.5% above €78,426. Someone who qualifies for IFICI and was not covered by the 30% ruling sees a straightforward cut in their marginal rate; someone who was covered by the ruling should compare 20% against their Dutch effective rate with the exemption applied, not against the headline 35.75%.
Both are time-boxed, on different clocks
The Dutch exemption runs up to five years and ends with the employment that carried it. IFICI runs for ten consecutive years from the year it first applies, and is not renewable afterwards. Time already spent under the Dutch ruling has no bearing on the Portuguese clock — they are two separate windows.
What to check before you sign
Whether your actual job title and employer fall inside IFICI's published eligible categories. This is the step people skip, because the Dutch equivalent never asked the question.
